The real question is why are we still talking about this still? Poseidon mythology includes that it will provide 10 percent of the water. In San Diego County that is because a greater amount has been saved through conservation programs, so the whole pie shrunk. Legislation on the books will continue to reduce demand, more than the plant could ever produce and reduce bills not astronomically increase them.
