12 years ago, a group of us drove to San Diego from Huntington Beach to oppose the desal project for all of the reasons it is now doomed. We predicted every one of these outcomes. But in typical fashion, the board prioritized the influence of lobbyists over the math or the facts of the project. It's not just that the project needs to be shut down, it's that ALL of the water agencies need to be "creatively destroyed." In my 20 years of investigating water agencies in Southern California, I was unable to find any honest brokers. Water boards are bloated, incestuous, perplexing, deceitful, and redundant. Everything you need to know you can learn from watching "Chinatown." It's an absolutely fascinating line of study but will leave you aghast at what we have to endure thanks to the wholesale incompetence of so many.

I was one of those who drove with Debbie and we thought then we didn’t want to say we told you so. A 30 year take or pay deal is an analytics.
