Water sales are trending down, way down, due to needed conservation. That means falling revenues to pay for infrastructure that is both needed and bloated. In turn, rates are going up—currently the San Diego Water Authority is facing blow-back due to a proposed rate spike to cover its $1 billion ocean desalination plant and Colorado River water. A former State Water Board conservation manager/analyst says that it’s time for the Metropolitan Water District of Southern California, the nation’s largest water wholesaler, to change its business model or go broke to a model based on sustainability and equity.
