For the last 20 years, the most used of many clichés designed to promote Poseidon Water’s now dead $1.4 billion Huntington Beach ocean desalination project was that it would create a drought proof water supply (56,000 acre-feet a year) for Orange County at no cost or risk to the taxpayers.
